ci: add automated release workflow
- Fixed bug where spectators could pick up power-ups.

- Fixed bug that prevented some messages from being displayed in the setup commands
- Bundled and auto-loaded 16 MIDI tracks for in-game playback, with proper pause/resume support (requires Blue Arcade Hytale 3.2.2+).
- Fixed bug that allowed breaking blocks during games.
- Fixed floor collapse ignoring changes made by power-ups.
- Bump the version number to match Hytale version and prevent it from constantly auto downloading. (This is a bug that needs fixing in Blue Arcade auto updater)
