switch XML encoding from UTF-16 to UTF-8
- Fixed a bug that prevented players who were not in an arena from placing blocks.
- Updated API version in module.yml (required for Blue Arcade 3.1.4)
- Fixed a bug that allowed spectators to count more than one death if they left the bounds of the minigame.
